Well, this is probably not only an Passwd issue, but I thought I put it here as other applications can handle it.
With the new Boxcryptor, V2.82.711, something has changed in the way how boxcryptor is giving access to other apps on files (stored via boxcryptor on GoogleDrive), while many apps are working, pswwd just show a "PasswdSafe - Error, File not found or no rights ...."
Well I tried to look for additional rights for PasswdSafe but could not find something.
As said nut sure if this is actually a feature update, bug or just a "support" question.

Have you reached out to the Boxcryptor team? I looked at their release notes for .711 but there were no details to determine what has changed. Possibly you could use the send log option from the PasswdSafe about screen after the failure. It may have more details.

The log message about "requires the provider be exported, or grantUriPermission()" indicates that the boxcryptor app isn't giving PasswdSafe permission to read the file. Is there a setting in boxcryptor to allow apps access to its files?
No there is not such thing.
Strange enough other aps can open it (e.g. the total commander editor)
As there is no contact to boxcryptor possible I fear I need to wait into someone with contact possibilities will raise this.
Thank you. It's annoying but I don't want that you waste to much time on something which is probably another apps fault.

Same here with Dropbox.
I used to have my .psafe3 file in my Dropbox. On my Android device I marked the .psafe3 file in Dropbox for offline storage.
Now on Andorid 10 I cannot open the offline copy of the file from the Dropbox location anymore.

Yes, the OS changes with Android 10 prevent apps from accessing a lot of local files directly. There is no permission an app can grant on the file.
That link is useful. I'm not keen on the temporary work-around to disable the new security feature. Likely Android will deprecate the work-around. At least in the Dropbox case, there is a method to access files.
To access a Dropbox file, you can click on the psafe3 file in the Dropbox app itself. It should open PasswdSafe. Or, you can use the companion PasswdSafe Sync app to sync Dropbox files in PasswdSafe itseelf.

I switched to Cryptomator encrypting google drive a while ago. Works perfectly fine for me.
No issues with opening password files.
Drawback is only that the android version has a one time fee, but pc version is free. Also the cose is open source.
So in my mind it is an issue at dropbox or boxcryptor but not on pwdsafe side.
