Commit [r8574]  Maximize  Restore  History

RGR: OWLMaker: TToolsetVS2026 does not support dynamic linking for version 7 and earlier [r8573].

Dynamic linking is now only disabled for obsolete development version 8.0.1, which only supported static linking for the new MSBuild solution. Version 8.0.2 introduced support for dynamic linking.
