Actual useful docs for the urls utility there now. Sorry for the crappy first go.

The beginnings of the planning documentation for one of the components of Inukshuk is now available. It's useless on its own, but will give a taste of what I've been experimenting with, documentation-wise.

Note that these are implementation docs, not user docs. They are also fairly redundant and a little disorganized. They also spell out stuff a first-grader could tell you without looking at them. Deal. :-P
