TLS session reuse on data connections: Capped FTP TLS to version 1.2 to fix session reuse failures on CerberusFTP and other strict servers. TLS 1.3 tickets are single-use, so the second data connection would resume a different session than the control channel, violating RFC 4217 section 10.2. TLS 1.2 session-ID resumption is non-destructive and correctly resumes the same session on every data connection (#78)
