#212 Old style reference path in BizDoc for xa:on_error

Build 5.1.0.61:

When we generate BizDoc from XSD file, xa:on_error element is displaying old style reference as below:

xa:on_error=/po:acctRep/Error .

There is no xa:doc axis path in the element.

It should display as below for consistency through out the application :

xa:on_error=xa-doc::/po:acctRep/Error
