#1398 Webmin wont start on OpenBSD 3.4
When I try to start webmin i get this error:

Looks like the syslog server isn't running on your system.
I will add a work-around for this to the next release, but until then you
should take the syslog=1 line out of /etc/webmin/miniserv.conf
