I figured it out. I downloaded the source code and discovered the command line is expecting -viewonly=yes, not =1.

I forgot to mention I'm using version 2.8.85 on Windows.

When launching the viewer from command line, some options don't work. Specifically, I've tested -viewonly=1 and -fullscreen=1 don't do anything, I haven't tested them all. -mouselocal=normal does work correctly. When saving a connection as a .vnc file, these options do seem to work. It's only when using the command line. I specifically need view only to work from command line, not as concerned with fullscreen.
