After some tinkering I got Tackle to install properly. Here is the SQL for anyone else having troubles.

The install method does not work with the latest public
copy of tackle and ADOdb but it reports that it was a
success.

I can not find an non XMLised copy of the SQL table
schema so I can not do a manual install.

Install xml-file (tackle_schema.xml) can not parsing
with adodb-xmlschema.inc.php (if use Revision: 1.12 of
adodb-xmlschema.inc.php). For fix this problem you need
to add 'version="0.2"' string in <schema> tag. For example:

look for word 'carrrots' should be 'carrots'.

Also, I see no explaination of precedence of user to
group permissions vs enabled/disabled and allow/disallow.

could you make a small truth table that shows all the
permutation of those and the net result, and make it a
'table of contents/intra document' link please? And
send me one also.

How about the other bugs, they're pretty old, they
gonna get fixed, or commented on?

Can only create actions if none exist

Users can only create new actions from the resource view if no
actions already exist. Otherwise, they can only modify existing
acitons.

Single/double quotes cause errors

Single or double quotes in ident or descr fields get truncated
when the object is created. Need to escape them.

Group child menu should exclude ancestor

The group child menu on the groups view should exclude
the current group and all ancestor groups from the
list. Use the tackle.getAncestors method for this. This
would prevent the user from making infinite loops.

Eventually need some javascript so the parent and child
lists update each other dynamically on selection.

Guard against hierarchical loops

Need to make sure the group hierarchy can not form an
infinite loop! When linking a group to a parent, we'll
need to traverse the family tree to make sure we get to
the end without any duplication.

Test create script on SQL Server

(./setup/install_tackle.sql) works on MS SQL Server.
