how to add a new language (portuguese (portugal) to the existing language set?

and copy it to the "locale" Folder

It's doesn't work

I try put to the $DOCUMENTROOT/locale/ ru_RU, rename it to ru_RU, to ru and make config.pl script. Languge does'nt included in preference menu.

How i may solved this, or installed squirrelmail outlook skin in _working_(with native languges for ours end-users) installation of squirrelmail?
