[EVENT] Add an interface for \\\"new user\\\"

It would be nice to see when a new user installs
Spamato. As we already ask for the user's email address
(for Trooth), we could also use this information (or
rather: the userID, not the email address itself) to
register with the statistics server. This would not
compromise the user's privacy (She doesn't have to
register/provide a correct email address anyway), but
it would help to figure out why there are much more
downloads on SourceForge than registered user accounts.
