Product is currently unusable because of a security error on settings.xml that is unresolvable. Shouldn't the settings file be saved to a user profile?
I'm not sure how the files I selected get uploaded. I selected them but it doesn't seem to be doing anything with them.
Is 9 high or low? I'm assuming it's high.
This is the worst support request form. I have no idea how to even post this or why I don't see a post button or why files aren't uploaded.

MeGUI does not modify any file permissions. MeGUI is also a portable application and as of such everything is stored in the MeGUI folder.
You can try to move the folder around or to delete the settings.xml. As an alternative you could download it again and extract to a new folder to see if the issue exists there also for you.

Again today I went to use MeGui and it wanted to do some updates. I did the updates however it couldn't apply the MeGUI.exe and the MeGUIhelp I'm guessing because it was already running and couldn't replace them. After the updates I was back to the settings.xml not able to be accessed either as me or run as admin (either way I'm an admin). When I tracked it down somehow it had moved the application data from my E:\Users\Todd\MeGUI which I created to get around the settings.xml file last time to E:\Users\Todd\AppData\Microsoft\Windows\Start Menu\Multimedia Tools\MeGUI. How it did this or when it did it I have no idea but it caused the settings.xml to become a problem yet again.
I have moved all the progarm files and corrected the rebuilt the start menu item shortcut to point to the E:\Users\Todd\MeGUI. I don't like having executables under my profile, profiles are for data, but there doesn't seem anyway to make this work. Well it really hasn't worked yet. Today was the day.
I still cannot get the MeGUI or the MeGUI Help to update and again I belive it's because it's already running and Windows doesn't like trying to replace executing files with new ones. I can't speak to what's with the help file I hadn't opened it but that doesn't mean that your app doesn't open it even without specific user request for the help file.
