tar.gz file will not uncompress

Hi, I have tried downloading the libcgic tar.gz file from several mirros using IE 7.0 and FireFox 3.6. Each time when uncompressing the file I get "gzip: stdin: Unexpected EOF in archive followed by tar: Unexpected EOF in archive" Archive is not recoverable: exiting now.

I have downloaded from various mirros and had a coworker try it and they got the same failures.
