When i do a insertObservation and a measure as no data (-999, NULL,None,...)

e.g. 2014-11-11T10:03:00.000000+0100,-999.9

the system add the event time to the db, but it dosn't add the measure.
The bug is in the istsoslib.responder.IOresponse file (around line 340), the script check if the measure has a correct value, but if not, the script does nothing.
