Under https://github.com/InternationalColorConsortium/RefIccMAX/blob/master/IccXML/README you can find informations about the required libraries. Then you can download the files (yes, libxml2.dll is not the only one!). Put them into the same folder as IccFromXml.exe and it will work fine. LevenJ.
