On the main project page <a href="http://dhcpd-j.org/index" rel="nofollow">http://dhcpd-j.org/index</a> there is a statement the project is under GPL while at <a href="http://sourceforge.net/projects/dhcp4java/">http://sourceforge.net/projects/dhcp4java/</a> the license is GNU Library or LGPL.
