Translations Causing Problems on Chinese XP

dear sir or madam:
I have download and installed the arcview based
EPANET packages, but the DC water design extension of
which could be loaded. When activate this extension,
the error "Can't convert characters in
c:\esri\...\ext32\dcwatdes.avx position 106177 to an
integer " displayed.
If convenient, may you tell me what's the problem?

could you provide some details regarding
* ArcView version used
* Operating system
* Which version of the DC Water Design extension installer
you've downloaded.
Are you running a localized version of Windows or ArcView?
If yes, do you know the encoding you are using?

We tracked this down to
DCWatDes.i18n.createDictionaries
The translations in various encodings in this script are
causing the problem.
I can provide a version without these translations. I'm not
sure yet how to fix this in the installer version.

I am facing exactly the same problem except that the position is 111695 and not 106177. I am using WindowsXP Japanese version and ArcGIS 3.2.
Any help to fix this problem will be highly appreciated.
