Course Removal inconsistencies

Course deletion doesn't seem to be ironed out yet, at
least if there are people assigned to the course. The
Admin Site "Remove a Course" reports success and the
removed course doesn't show up any more on the Admin
Courses screen. However, it still shows up on the
students' and instructors' "My Course" lists. Even
after the admin removes people from the course, it
still shows up on their "My Courses" list, although it
no longer appears on the "Drop Course" list. If
instead, the user tries to drop the ghostly course
themselves, they'll end up at a URL like:

/coursework/servlet/RegisterCourse?key=173639101

with the error, "There was a problem adding you to the
course."
