#19 Internal Trackbacks Must Be Approved
This "bug" is a quasi feature request for the forward
work on comment moderation.
It makes sense for external trackbacks to be
moderated--trackback spamming is trivial and plentiful.
Internal trackbacks---that is, within the same
Weblog---shouldn't need to be approved if
comment_moderation is activated.

As a note, it's also odd that the resulting emails from
Trackbacks on extant entries, when comment_moderation is
active, do not indicate that the TB has to be approved to be
visible. Approve-before-present is a good feature of
comment_moderation, but the user should be told that it
needs approval or rejection [for consistency's sake].
