Access rights for "remark" in substitute

The field "remark" in the "substitute management" can
be changed by public. This should only be modificable
by Administrators.

for substitutions apearing in schedules, the Creator of
the substituion entry is shown rather than the teacher

with internet explorer, it is not possbile to add new
substitutions.

If for a user no schoolyear is defined, than an ugly
"null-pointer" error is shown. Should be user-friendly
message.
