After checking several other servers, it looks like 0.12 doesn't have the memory leak problem (only 0.13).

I just noticed that BBWin had grown to 135MB memory size in one of our Windows 2003 servers. After i restarted it, it went down to 6MB. Checked other Windows 2003 and 2008, and saw the same behavior in all of them. It's looking like a memory leak to me.
