The fact that that file doesn't exist shouldn't stop anything since it will generate a new one. It may be that there is some sort of permissions problem preventing the program from writing the file, though I can't think why that might happen. Similarly a permissions problem could prevent the program from reading the files in the plugins folder. If you can handle it, there's a registry key that specifies that filename so you could try clearing that. The key is 'HKEY_USERS\YOU\Software\Apophysis AV\Defaults\LastOpenFile' but the 'YOU' will be a load of gibberish numbers and letters so I can't tell you exactly what it will be. You can find it by searching for "Apophysis AV" repeatedly in the Registry Editor. Perhaps you're missing a Microsoft runtime package? I don't know if they're needed for Delphi stuff.
